The Conference of State Court Administrators has released a paper on the use of
digital recording systems in State Courts.
The paper's first recommendation is that
"State courts should move to digital recording as the method for making the verbatim
record, with the possible exceptions for complex civil and capital criminal cases where
real-time or stenographic reporting are specifically designated."

COSCA was established in 1955. It is dedicated to the improvement of state court systems.
